Jacquie Doty has over twenty years experience in the mortgage industry and has an encompassing background in both the primary and secondary mortgage markets. During her ten years at Freddie Mac, she led numerous new product and collateral valuation initiatives, including one that recently earned her an Inventor’s Award for its patent application.

  Lewis J. Allen
Chief Appraiser for Option One Mortgage Corporation

    Mr. Allen's career in real estate and mortgage banking has spanned over 25 years and includes Title Insurance, Appraisal, Underwriting, Marketing, Affordable Housing and product development. He is an educator and instructor, having taught and developed courses in Appraisal, Underwriting, Banking Regulations, Fraud and Real Estate. He is a Certified General Appraiser and USPAP Certified Instructor with the AQB. He has played a leading role in the development of automation techniques as they apply to the valuation process within mortgage banking. He is currently responsible for managing collateral risk and valuation processes as Chief Appraiser for Option One Mortgage Corporation.

With a focus on the integration of new technology with business policies and applications, he has been instrumental in the development and implementation of Automated Valuation Models (AVMs) for the mortgage process. He has been a pioneer in the deployment and understanding of AVMs in the collateral valuation function, which included the acceptance and adoption by major institutions, investors, secondary market, and Wall Street.

Most recent activities include the development of the first Collateral Risk Scoring system that merges credit criteria with collateral risk. This process provides an analysis on each individual loan to determine the best course of action and the corresponding risk parameters. It also reduces costs to the borrower, saves loan production time, and eliminates a considerable amount of fraud potential while making decisions in a more consistent manner.

  Barry Bates
Vice President, Portfolio Due Diligence of Clear Capital

   

Barry Bates, a nationally recognized secondary market and automated valuation expert, is Clear Capital's vice president of portfolio due diligence.

Bates joined Clear Capital after acquiring years of experience in commercial and residential real estate valuation and analysis. His specialty is automated valuation models (AVMs) and management of property valuation for bulk loan acquisitions.
Barry’s job includes reconciling and researching property values within appraisals, BPOs, automated valuation models (AVMs) and other valuation products. He also assists with loan tie-out negotiations for customers, and works with the product development team in order to develop new products and improve existing ones. In addition, Barry is developing and implementing methods for testing the effectiveness and accuracy of valuation products.

Bates is a well-known figure in the industry with a 30-year history, most recently serving as Property Valuation Manager for Morgan Stanley (Acquisitions for RMBS/ABS), in New York City and Boca Raton, Florida. His prior positions include time with Commerce Security Bank, Sacramento; Wells Fargo REIG, Sacramento; Ameriquest Mortgage, Orange, CA; First American Real Estate Solutions, Anaheim; Hansen Quality Loan Services, San Diego; and Countrywide Securities, Calabasas Hills, CA.

Barry has a degree in English Literature from Berkeley with minors in Slavic Languages and Criminology, and two years of graduate coursework under the auspices of the Appraisal Institute. He is also a former Russian linguist with training at the Defense Language Institute in Monterey, CA and 11 years’ active and reserve service in Military Intelligence, Psychological Operations and in the US Army Security Agency (a military agency under the mission direction of the National Security Agency).

  John Bredemeyer
President of Realcorp

    John Bredemeyer is President of Realcorp, a full service real estate appraisal company in Omaha. He is a graduate of the University of Nebraska at Omaha with a major in Real Estate. He currently serves as President of the alumni chapter of Rho Epsilon, the professional real estate fraternity. In 1994 he was recognized as their Man of the Year. He also serves on the UNOmaha College of Business National Advisory Board, and received the Distinguished Alumni Award in 2000.

Mr. Bredemeyer holds the SRA designation from the Appraisal Institute. In 1993 he was the president of the Nebraska Chapter of the Appraisal Institute. He has served as the National Chairman of Continuing Education and National Chair of Government Relations for the Appraisal Institute. He has been involved with the Nebraska Mortgage Association for over ten years and was their 1999/2000 president. He is a past Chairman of the Omaha based Great Plains Multiple Listing Service, where he has served on the Board of Directors since 1993.

John is a certified general appraiser in Nebraska and Iowa. In 1997 Governor Nelson appointed Mr. Bredemeyer to a five-year position on the Nebraska Real Estate Appraiser Board where he served for three years as Chairman. After serving on the Board of Directors of the Association of Appraisal Regulatory Officials, he was awarded Honorary Lifetime Membership. Mr. Bredemeyer currently serves as a Trustee of the Appraisal Foundation. The Appraisal Foundation is authorized by Congress as the Source of Appraisal Standards and Appraiser Qualifications. He was recently elected as their Treasurer.

  William Brewster
Director of Anti-Fraud Initiatives, Fannie Mae

    Bill Brewster is Fannie Mae's Director of Anti-Fraud Initiatives. Bill’s unit in Dallas, Texas, is responsible for conducting Fannie Mae’s mortgage fraud investigations, analyzing and reporting mortgage fraud incidents, and cooperating with industry and law enforcement on anti-fraud efforts. These efforts include training, information-sharing and expert-witness testimony. Prior to taking this position in 2005, Bill was a Manager in Fannie Mae’s National Underwriting Center.

Before joining Fannie Mae in 1997, Bill was a Vice President at Columbia National, Inc. (CNI) and its predecessor PaineWebber Mortgage Finance, Inc. (PWMF) in Columbia, Maryland. Bill’s management responsibilities at CNI/PWMF included residential mortgage production support, regulatory compliance, quality assurance, credit policy and training. Prior to that, he was Assistant Director of Government Agency Relations at the Mortgage Bankers Association of America (MBA) in Washington, DC, where he specialized in underwriting, quality assurance, appraisal and residential production issues advocacy.

Before joining the MBA staff in 1987, Bill worked as a mortgage loan originator in the Baltimore/DC area, served as a Congressional aide in Washington, DC, and served four years of active duty with the U.S. Air Force. He is an associate member of the Association of Certified Fraud Examiners and holds BA and MA degrees from the State University of New York at Albany.

  Kathy Coon
Chief Appraiser and Director of Appraisal Quality Control at FNC

    As the chief appraiser and director of appraisal quality control at FNC, Coon consults lenders in the detection of faulty or fraudulent appraisals. Coon has served the Appraisal Institute on its board of directors and executive committee as chair of education, and was twice elected chair of the Residential Appraisal Board. Coon is also a member of the Mortgage Banker Association’s Fraud and Ethics subcommittee. She is responsible for creating the rules included in FNC’s GAAR™ (Generally Accepted Appraisal Rules™), which provide an automated review of appraisals for both compliance and risk issues. Coon assisted the FBI in one of the largest flipping scams in the country, and has served as an expert witness for mortgage lenders in mortgage fraud cases. She has 25 years of appraisal experience.

    Rachel Dollar is a California attorney and recognized expert in the mortgage lending industry.   She is the editor of the acclaimed public service industry website Mortgage Fraud Blog (www.mortgagefraudblog.com) which is committed to raising awareness of the growing problems associated with Mortgage Fraud.  In 2005, she was recognized by Inman News as one of the 100 Most Influential People in Real Estate.

  Thomas J. Inserra

    Mr. Inserra was elected to the roles of President, CEO & Board Member of publicly traded Zaio Corporation on 7/1/2006, and was recruited by the Board to lead the company through what is expected to be a period of rapid national growth. He has an extensive background in the real estate valuation and lending industries including roles as National Chief Appraiser for the Federal Deposit Insurance Corporation (FDIC) and Resolution Trust Corporation (RTC) in Washington DC. The FDIC is a federal agency that insures and regulates banks in the United States and the RTC was established in 1989 by Congress to help resolve the $402 billion banking and S&L crisis. Mr. Inserra has also previously served as a Chief Appraiser with Citicorp (nation’s largest bank) based in Phoenix, Arizona, National Chief Appraiser with HFC in Chicago, and as Director of eCommerce and Financial Services with Accenture in Singapore, which required extensive travel throughout Asia providing consulting services to financial service corporations. Mr Inserra has an established track record of being recruited to small companies, successfully building management teams, technology solutions and other internal resources, acquiring the necessary capital, and then leading those companies through periods of rapid revenue growth. Prior to joining Zaio, Mr. Inserra was the founder of Pinnacle Peak Advisors, LLC and Pinnacle Peak Appraisal located in Scottsdale, Arizona.   Mark R. Linné, MAI, CRE, CAE, ASA, FRICS
Managing Director of ValX

    Mark Linné is Managing Director of ValX, and has a varied background in all facets of valuation. He has been active in the development of adaptive valuation technologies including automated valuation models (AVMs), and was the founding member of the development team responsible for the creation of one of the nation’s first AVMs-ValueCheck-capable of instantaneously valuing over 750,000 residential properties along the Colorado Front Range. Mr. Linné has recently been part of the development effort for an interactive and transparent AVM marketed as STAT, for which he holds patent-pending technology. Mr. Linne was one of the original members of the International Association of Assessing Officials (IAAO) Ad-Hoc Committee on Computer-Assisted Appraisal, and has been active in AVM development, usage and standards. Mr. Linné has been very active in professional service to the appraisal field. He serves as Vice Chairman of the Appraisal Journal Review Board, and has been appointed to serve on numerous committees, workgroups and task forces for the Appraisal Institute. He presently serves the Institute as its representative to the Joint Industry Task Force on Automated Valuation Models (JITFAVM), where he chairs the Standards and Testing Work Group. He additionally serves the Appraisal Institute as one of the five team members for its AVM Committee, and has served as an international representative to other organizations and forums on behalf of the AI. Mr Linné is the co-author of a forthcoming technical text on valuation and geographic information, entitled Visual Valuation, published by the Center for Valuation Economics. Mr. Linne is an instructor with the Appraisal Institute, the Lincoln Institute of Land Policy, and the International Association of Assessing Officers, among others. Mr. Linné is the only appraiser in the world to hold all of the major designations available to valuation professionals, including the Counselor designation from the Counselors of Real Estate (CRE); the MAI designation from the Appraisal Institute; the Certified Assessment Evaluator (CAE) designation from the International Association of Assessing Officers; and the Accredited Senior Appraiser (ASA) from the American Society of Appraisers. Mr. Linné received the honor of being named a Fellow of the Royal Institution of Chartered Surveyors (FRICS) in 2005, the highest honor afforded members of the world’s largest valuation organization, in recognition of his body of work and contribution to the field of valuation. Mr. Linné was nominated by Colorado Governor Bill Owens in 2000 to the Colorado State Board of Assessment Appeals, and was re-nominated in 2002 and confirmed by the Colorado Senate.     Chuck has more than 23 years of combined mortgage lending experience including appraisal management, institutional risk, loss mitigation, and whole loan exit and securitization strategy. In his current roll, Chuck is responsible for all severity risk associated with all subsidiaries of NetBank. Chuck started with RBMG in Columbia, SC 9 years ago and moved to Portland in December of 1999. Prior to joining RBMG, Chuck was responsible for the set up and implementation of appraisal and fraud policy, and quality control for B First Residential specializing in the non - conforming arena. Chuck was also Vice President, Chief Appraiser of Fleet Mortgage Company in East Providence, Rhode Island from 1990 - 1993, and owner of Alden Appraisal Group, Inc. in Newport, Rhode Island. Alden Appraisal Group specialized in commercial and litigation appraisals, and large estate homes including Belcourt Castle of Newport. He is an affiliate member of the Appraisal Institute and is a Certified General Appraiser.   Sue Potteiger

    Sue is currently Vice President of Business Development for Veros Real Estate Solutions. She is responsible for providing leadership and support for sales, marketing and to participate in special projects with government agencies and regulatory bodies. Sue will also contribute to product development as well as explore opportunities for current Veros products in the collateral management and risk management.

Prior to joining Veros Sue was president and CEO of American Reporting Company, LLC, a credit reporting company located in Kirkland Washington. In her role as president, Sue was focused on growing the business from a successful credit reporting company to a dynamic regional service provider of settlement services to the mortgage lending community. ARC’s expanding product set now includes delivery and production of appraisal, escrow, title and flood. During this time Sue participated in the development of AVM testing, regulatory compliance applications and consulting.

For 15 years, prior to joining ARC, Sue was senior vice president and chief appraiser for Washington Mutual Bank. During her career at Washington Mutual Bank she was responsible for designing and implementing an Internet based collateral valuation management system, developed and implemented AVM testing procedures, vigorously pursued and implemented AVM cascade logic, introduced “bump logic”, and was responsible for maintaining collateral risk and appraisal policies and procedures for the bank. Sue managed a staff in excess of 800 appraisers and technical employees that produced appraisal reports in 50 states. She was responsible for the design and implementation of alternative valuation products that included desktop appraisals and appraiser assisted AVM reports. She also participated in 38 mergers and acquisitions that expanded mortgage lending into 50 states.

Sue started her career as a residential real estate appraiser. She owned and operated The Appraisal Group of Kirkland, a large residential appraisal firm which employed up to 12 appraisers for six years. At The Appraisal Group she developed an employee based operating model that treated appraisers as employees’ not independent contractors. This is the same model used at Washington Mutual and ARC.

Sue has outstanding experience as a successful business owner, public speaker, and a respected leader in the appraisal and mortgage lending industry for more than 25 years. She has served on various boards and national committees including CMDC, Fannie Mae, AIRD, The Appraisal Institute, The Appraisal Foundation and the Arthritis Foundation. Sue’s recent speaking engagements include: The Appraisal Institute, Appraisal Today, and the Predictive Methods Conference.

  Kelly Robson
AVP, Investor Relations Appraisal Group, New Century Capital

    Mr. Robson has extensive appraisal and management experience in both primary and secondary mortgage markets since 1985. He is currently responsible for management and oversight of the investor appraisal due diligence process for New Century Mortgage loan pool sales, about. $56 billion in 2005. He has formerly served with both prime, sub prime and Alt-A lenders. He was the Senior Appraiser for Long Beach Mortgage, where he managed staff, the secondary market appraisal functions and developed Policy and Procedure. He is a California Certified appraiser.

    Originally from Long Island, New York, my parents relocated our family to South Florida in 1973. My father was a Real Estate Broker during my high school and college years, that's what inspired me to study real estate. Upon graduating from Coconut Creek High School, I earned an Associates Degree from Broward Community College and then transferred to the University of Florida where I earned my Bachelor of Science degree in Real Estate & Urban Planning. During my last year of college, I became a Florida Real Estate Salesman in spite of already deciding I would pursue an appraisal career.

The first three years out of college I worked for a medium sized residential appraisal firm. An opportunity to join Great Western Bank as a Staff Appraiser came to me in 1988, after eight months of being a staff appraiser I was promoted to the Southeast Regional Appraisal Manager. For the next eight years my positioned remained the same, although the territory of my responsibility had often expanded and contracted. In the beginning our focus was retail loan origination, which then expanded to Third Party Origination and then supporting the Consumer Loan Division aligned with our banking branches.

Washington Mutual Bank acquired Great Western in 1997, I was given the opportunity to take a lesser position and stay on continuing to support Retail, Wholesale and Consumer Lending Divisions. In 2000, I was promoted back to the Southeast Regional Appraisal Manager, which is the position I held until being laid off in 2004.

After nineteen years in the loan origination industry, I was hired by Morgan Stanley to perform a due diligence function of the collateral pledged to their Warehouse Lines with a dozen Prime/Alt A and Sub Prime lenders. In addition, I assisted in whole loan acquisitions, conduit review, scratch & dent and market trend reporting. Over the past two years at Morgan Stanley I have learned an even greater appreciation for the work we as appraisers do in this industry.

  John Ross
Chief Executive Officer of the Appraisal Institute

    Currently, John W. Ross is the Chief Executive Officer of the Appraisal Institute, the nation’s largest organization of professional real estate appraisers. He has led the 18,000 member association since November 1997. During his tenure, the Appraisal Institute has initiated activities such as:
  • Development of national commercial and residential databases,
  • Redesign of the entire 25+ course designation curriculum program resulting in better market positioning and improved course development processes…and more profit from educational programs.
  • Implementation of a strategic range plan focused on serving Appraisal Institute members,
  • Challenging members to consider diversifying services and/or client bases with such innovative concepts as e-appraiser.net, the Center for Advanced Property Economics, AVM and statistically derived market analysis products, etc.
  • Establishing alliances with other professional real estate organizations,
  • Moving ahead in the international arena, and
  • Forming partnerships with businesses — on Wall Street and on Main Street.

Before working for the Appraisal Institute, Ross gained extensive business and association management experience. For seven years, he was the Executive Vice President of the American Society of Farm Managers and Rural Appraisers (ASFMRA). From 1995 through 1997, he also served as the Executive Vice President of the American Society of Agricultural Consultants, which was managed under contract with the ASFMRA, and restored the association to liquidity while refocusing its organizational priorities and activities.

Prior to that, Ross managed a state association for cattlemen in California and served as a lobbyist for the National Cattlemen’s Association in Washington, D.C. He is active in the American Society of Association Executives and the Association Forum. Ross is an accomplished public speaker and has published many articles on association management and related topics.

A Montana native, he received a bachelor of science degree in agricultural economics from Michigan State University in 1978 and pursued graduate studies there focused on quantitative methods in economic analysis from 1980 to 1983.

  Jeff Schurman
Executive Director, Title Appraisal Vendor Management Association

    Jeff Schurman is the executive director of the Title Appraisal Vendor Management Association (TAVMA), the trade association of the vendor management and settlement services industry.  TAVMA promotes and represents the industry to media, user groups, and government. Jeff is also the founder and owner of Schurman Research Company LLC, a due diligence and risk management consultancy serving the real estate industry and small business.  Jeff holds a Bachelor of Science degree in Business Administration from La Roche College and a Masters of Arts degree in Leadership and Liberal Studies from Duquesne University.

  Vicky Cassens Zillioux
Managing Director, Real Estate and Lending Practice, Strategic Development Worldwide

    Vicky heads the Residential Lending consulting practice at Strategic Development Worldwide, a consulting practice that focuses on organizational strategy and development. She combines general marketing strategy for the organization along with development of the consulting operation into the real estate and lending markets. Previously she held a Director position with FNC Inc where she developed and managed a high profile consortium (Collateral Risk Consortium) of senior credit risk management people from the top national lending institutions. Her experience in mortgage lending, software production and data management gives her a combined background that provides an understanding of the business needed for long term strategic planning. Vicky has previously held senior positions in Business Development at CMDC and Transamerica Intellitech, and product management at HNC Software. Her background includes working in senior level management positions with TRW, American Savings Bank, as well as independent management consulting with large lending institutions. This breadth of experience gives Vicky a keen insight into the financial industry and understanding from the customers’ viewpoint. Ms. Cassens holds a Bachelor of Science Degree in Finance with an emphasis in real estate from San Diego State University. She holds the Senior Residential Appraiser (SRA) designation with the Appraisal Institute.
